The [REVISED] Rotten Meat Bill

Seanehawk/Meat/Pc Engine shall never be allowed, under any circumstances, to rejoin the Army of Club Penguin. The clauses providing for Seanehawk’s permanent ban and blacklisting in previous forms of this bill are hereby abolished. He shall be a moderator on chat unless his behavior requires otherwise.

The Senate Information Act

A site shall be created for the senate and shall be run by the Vice President. All senators shall be authors or editors, depending on the Vice President’s will. This site will house information about the senate and its members and will serve as an outlet for senators to post and share bills before meetings. It shall not be linked to on the site and shall be kept a secret.

The Executive Check Act

The leader has the power to veto anything that the senate passes. However, should the decision be unanimous, the senate may override this veto.

The Ennbill

Any soldier who has retired more than 5 times may never hold a rank higher than Lt. General under any circumstances.

The Sovreignty Safeguard Regulations

This bill is intended to protect the power of the Supreme Commander of the Army of Club Penguin. Its neccessity has become apparent through the actions of Boomer20 and the retaliation of Seanehawk, both of which at least attempted to dethrone the current leader.

Article 1 – Administrators

No person may be an administrator on the official site of the Army of Club Penguin without express permission from the current leader. The only exception to this rule is Oagalthorp, who shall always be the main administrator due to the fact that he created the site.

Article 2 – Legitimate Succession

This article shall amend the Legitimacy of Succession Bill already passed by the senate several months prior to this bill’s composition. The Supreme Commander of the Army of Club Penguin may only be removed from power by formal impeachment. This shall be defined as such:

1. A senator presents an arguement for the impeachment at a meeting. The senate then votes. If two-thirds of the senators agree to the impeachment, a poll shall be placed on the site.

2. ACP soldiers ranking from Lt. General through Second-in-Command may vote in the impeachment poll.

3. Should two-thirds of these soldiers agree to the impeachment, a new leader will be appointed by the senate.

The Office Limitation Act

This bill shall limit the number of governmental offices held by a single person in the DRACP to one. If someone already holds an office (Leader, 2ic, 3ic, President, Vice President, Senator, Ambassador):

  • Leaders, 2ics/Presidents, and 3ics cannot run for office unless they are demoted to or step down to a non-leader rank.
  • Vice Presidents, Senators, and Ambassadors cannot run for any office until their term has expired unless they decide to resign from their current office.

Incorrect Data

You did not get that many soldiers to join in the less than 1 day that you were leader nono. Stop giving urself more credit than u deserve. your total should be the same as Fort’s.

This data is definantly incorrect.

Nono: It’s going to be a bit inaccurate, of course. The only place where I could find how many soldiers there were was each leader’s last promo day. Fort’s last promo day was a few weeks before he retired. I don’t claim credit for all those soldiers. It was just the most accurate information I could find.

Some Statistics

I was bored and thought I’d figure out some statistics. I’ve charted the population growth of the ACP under all the leaders up through Kg. The number is based on the number of soldiers in the last promo day post the leader made before their retirement. I’ll do one later that includes all the leaders. Here are the numbers:

Hey It’s Nono

As the new VP, I may run things a bit differently. Meetings will still be every 2 weeks, and the next elections will remain, as scheduled, this December. I don’t know how meetings were run in the past, but I’d assume they’re different from my idea. I emphasize the word “idea” because we’ll just try this and see how it works before permanently implementing it. Here’s my idea for the meeting structure:

1. Open Discussion

For a minute or two, the senators discuss whatever they need to in order to prepare for the meeting.

2. Presentation

The meeting is called to order. The senators take turns presenting bills.

3. Discussion

Once a bill has been presented, take a few minutes to discuss it.

4. Voting

Once discussion is over, the bill is voted upon. Majority rules, so if more than half of the senators approve of the bill, it’s passed. Go back to step 2 and repeat until all bills have been voted upon.

5. Brainstorming

Once all the bills have either been passed or shot down, brainstorming begins. It lasts as long as it needs to. The senators discuss how to solve problems the ACP is currently dealing with.

6. Press Release

Once brainstorming is done, the meeting is over. I make a post on the ACP site summarizing the meeting and what was decided.
